In May 2013, NTAV appeared with an expert witness at the Panel considering Amendment C163 which seeks to introduce a new Heritage Overlay precinct to 233-251 Victoria Street, Abbotsford (with sites graded either individually significant or contributory to the precinct). This is a controversial amendment following a developer applying for a demolition order to make way for two apartment towers. Council was unsuccessful in its approach to Planning Minister Matthew Guy to apply interim heritage controls but failed.

The amendment has been supported by the Planning Panel and the recommendation for a precinct control over the row of shops will likely be sent shortly by the City to the Minister for Planning for gazettal.
